Are the Iowa Caucuses winner takes all, or are the delegates allocated proportionately?

In the national elections, each state is winner takes all. In other words the nominee with the most votes in that state receives all of that state's electoral votes. Do the Democratic and Republican winners of the Iowa caucus receive all of their respective votes, or are they tallied proportionately?
