Is Horse Rescue considered an AGRICULTURAL OPERATION under PA law?

6-7 horses normally on property, but have had a dozen or more "go through" and adopted out under contract. In PA LAW, and for zoning, is this considered an Agricultural Operation? Any codes or case law to back it up either way?
