Question about how temperature feel different in water compared to just on dry land.?

I am going to make this question make as much sense as possible. When you are in the water for instance swimming a 70 degree pool will feel chilly, while be outside in 70 degrees it is nice and warm. Why is this? What makes the water seem cooler?
