Making light of 9/11 in other countires?

I was in a meeting with some Taiwanese gentleman and one made a small ping joke about 9/11. I cannot even remember the quip now as I only remember being infuriated by it. Later in my life, I was in Toronto, Canada and overheard a few S.E. Asian men at a local doughnut shop continuing on about how 9/11 was planned by the U.S. government and GW Bush. Again, and finally a Chinese colleague of mine made a joke yesterday that went something like, "Mr. Obama is president now so all your problems are all gone, right". Very sarcastic and demeaning tone in his voice. Then started he started laughing hysterically. Does the rest of the world really think 9/11 was a scam? Is it so convincing to them that it's funny? Does the rest of the world think us yanks are sheep and we honestly expect 1 man will be the silver bullet for all of our problems?
