What city (the distant shot of the downtown skyline) is in the video for the Elton John song "Sacrifice"?

You can see a lot of tall buildings, it looks familiar, but I can't place it. There is also a close-up of a building that says "The Broadway" on top, but that could be a set, or even in a different city, I suppose.
